Salamence is like Lv 55 and faster than everything on my team and also one shots them, Ice beam doesn't really make too much of a difference until I get a couple more levels anyways.

You're pretty much fucked with that team in Emerald. You really need ice beam to handle Drake. I guess Altaria could learn that, but it's not the strongest attacker, and it's also weak to dragon moves itself

Pikablu's entire thing is having Huge Power and being really good with physical attacks. An ice beam from Azumarill won't do jack fucking shit.

Before the physical/special split every water type moveset is Surf/ Ice move/ something/ something.
It was gen IV who gave good moveset for pokemon.
And OP's Azumarill had Surf and Dive, an ice move is much more useful that a second water type move.

Game Freak didn't really change any of the encounter rates for Emerald, they just simply moved them around. So the 1 percent encounter rate that belonged to Surskit in RS was given to Seedot instead.
I agree it would've made more sense to divide the 20% for Seedot/Lotad evenly among the two for Emerald but I guess it was just easier and required less work to just switch the preexisting encounters around.

I just meant in general. I have no idea why GF always does this shit where they give shitmons in various areas such low encounter rates. I'd understand if we were talking about powerful pokemon that they want players to have to work toward, but seedots and surskits? There's no reason for this shit to have a 1% encounter rate in any game, period.

I feel like 5% should be the bare minimum for any wild encounter. And even then it should only be reserved for the pseudo legends and such.

I played RE as a kid. A friend and I literally had boxes full of surskits at one point because we were obsessed with it, which means the encounter rates (which I assume to be cumulative) given here are pretty much meaningless and not an indicator of rareness, i.e. amount of time to be invested to obtain it, at all.
Yes, you won't find surskits outside of a few locations, but within those areas they are plentiful. I think I always caught them in those areas with really tall grass where it was rainy most of the time.

Probably because Surskit can appear in a swarm which will increase its encounter rate to 50%. So you were just lucky.
It's normal encounter rate is still 1% though, for all routes it can appear in.
