Bouffalant could've been a pre-evo to both Tauros and Miltalk, and evolving into either one depending on the gender.
Remoraid and Octillary made more sense if you look at the Space World sprites. Remoraid is a gun, Octillary is a tank.

venonat evolves into venomoth by mistake and remoraid and octillery both have the bulbous quality, three colours, and linework around the eyes, which themselves are very similar. pokemon don't just evolve into something that looks similar. tauros and bouffalant are commensurate of maturity and it would be strange if one became the other. luvdisc and alomomola are spiritually disparate
