The sheer number of places Regis can be found "sealed away" implies that rather than being completely unique, each Regi is one individual in a species that was ritually buried by humans in accordance with Sinnoh religious beliefs.
The only completely unique legendaries are Groudon, Kyogre, Rayquaza, Dialga, Palkia, Giratina, Arceus, and potentially Mewtwo.
