Admittedly I did think it was his hair when I first played, probably because I played as May and so just never paid much attention, and I thought it was ugly fucking hair. Then I learned it was actually an ugly fucking hat, and while I guess that improves the character as he can remove that shit and look decent (as opposed to just naturally having white hair), the hat still looks like shit.
It's marginally better as a hat than hair but that's really not saying much.
