The fact that it can boost Evasion is the primary reason why it's so powerful, since that enables the real killer with the ability: +6 all. It's literally every single thing that's degenerate in Pokemon wrapped up into a single ability.
And before you spout some dumb shit like "it's not better than Wonder Guard!" no, it's absolutely better than Wonder Guard. Wonder Guard Octillery wouldn't be able to tear Ubers a new asshole. At the time of the banning, the #1 team on the Ubers ladder was literally like 4 moody mons and 2 things supporting them. People even tested banning the Pokemon, and Moody Bidoof was still able to tear through Ubers teams. This ability is seriously fucked up.
