While it is small, the swirl in Squirtle's tail is not only one of its most iconic features of its design but provides a foundation for the swirly fluffs on Wartortle and I think the transition between Squirt/Wart is far more clean than the one between Squirt/Blast as a result. In comparison, Blastoise still gets features out of nowhere that don't really relate to Squirtle while also losing that tail aspect for a little stub which doesn't exactly contribute anything.
