Overall, you're confusing a generation introducing a move/ability with that move/ability being OP. It's like saying speed boost blaziken is the fault of Gen 3 because it introduced speed boost, even though back then the only viable user was the super-frail ninjask, and it wasn't OP at all. Just because later generations gave shit like drizzle and drought to normal mons, resulting in ridiculous Gen 5 weather wars, does not make that a fault of Gen 3.
