Honestly, I think it's more of a Barbie type of phenomenon. It's super girly and princess-like to appeal to little girls. I believe so for many other feminine pokemon too. Lopunny, Primarina, Lurantis, Gardevoir and Sylveon come to mind.

I think some of the designers are probably inspired by monster girls, which only really became a big thing in Japanese media rather recently. Monster girls also tend to revolve heavily around various fetishes.
