Charmander is really the only really good fire type you can get before lategame. Both Growlithe and Vulpix are on relatively low levels when you catch them and they are stuck with Ember for a long time (unless you grind coins in Game Corner). Additionally, Charizard is pretty much the only non-Normal/Flying Pokemon that learns Fly and isn't available in lategame (like Aerodactyl, legendary birds and Dragonite).
As for story usage - Charmander completely destroys Viridian Forest (which makes getting to midgame faster). It has a good fighting chance against Brock if it evolves into Charmeleon. It shouldn't have big problems with anything bar Misty and maybe few specific trainers.

You can argue that Bulbasaur is the most difficult to replace and I wouldn't really disagree with you. Other available grass types aren't that good.
Only Squirtle can be easily replaced. Staryu, Vaporeon and Lapras are great choices for a water type in FRLG.
