There are exactly two Fighting-types with higher Special Attack than Attack. Both of them have Special Fighting-type moves with 100 or better accuracy: vanilla Lucario has Aura Sphere (duh) and Keldeo has Secret Sword.
So unless we're really scared of a Pokemon with seven weaknesses, no recovery, and 61 base Speed dethroning Landorus-T in [current year], there's no reason to hold off on giving Rock a strong, accurate physical STAB (and Fighting already has the tools it needs/wants).

We can do things like buff Brick Break to match Psychic Fang's 85 BP for the same effect, or widen the distribution of Sacred Sword, but Close Combat is just so fucking good that there's really no point in giving Fighting anything else.
>And don't get me started on the lack of special fighting attacksAgain, there's as many strong and reliable Special Fighting moves as there are Fighting-type pure Special Attackers. It's literally Physical: The Type. Having Special Fighting in the same boat as Physical Psychic when it comes to moves is honestly fitting, and even then the mere existence of Focus Blast (and Vacuum Wave, sorta) makes Special Fighting much better than Physical Psychic on that front.
