Give Dewgong 20 more Attack, Special Attack, and Speed, Slush Rush, and a bunch of new moves, like Hydro Pump, Calm Mind, Slack Off, Dazzling Gleam, Icicle Crash, Charge Beam, and Swords Dance. It would be the Kingdra of Hail teams, which would give it a semi-niche in OU and maybe UU as well, as the peanut butter to Alolan Ninetales' or Abomasnow's jelly.
