Making fairies weak to ice isn't going to fix the typing, since ice moves are largely distributed among water types. To make ice types more used, you either buff the type defensively, or create more fast offensive ice Pokémon.

Lore wise I think it should be weak to Flying. In many media fairies are often portrayed as being scared of birds, as they think they're bugs and try to hunt them down.

If anything, Fairy should be WEAK to Bug.
