I know this is a joke, but all the Grass starters are based on extinct animals. So that's an awful excuse to use on why Decidueye is a Ghost-type

Depends. As a species it isn't since Pikachu is essentially a Japanese loan word, as a name it is because names get pluralized by s. So you can refer to Ash's Pikachu and Yellow's Pikachu together as Pikachus, but refering to the collective wild ones in Viridian Forest would just be Pikachu.
