Rowlet is the most popular Alola Pokemon.

And popularity plays no factor in what Pokemon gets into Smash, it's about who TPC wants to push + which of one of those that Sakurai thinks makes the most interesting fighter.

Greninja was chosen out of Gen 6's shillmons, and Incineroar was chosen out of Gen 7's shillmons.

8 (10 if you count Pokemon Trainer's Pokemon separately) out of 75 characters is not 10% of the whole roster

But that's a moot point anyway since it's Nintendo's flagship series and has by far the most well-known and iconic characters

What does Mimikyu even do? All it does is shoot Shadow Balls, and hit stuff with its tail and shadow claws.

Mimikyu's awkward body shape and limited offensive options make it ill-fit for a fighting game.

Incineroar already has a body shape that's easy to work with and a whole slew of wrestling moves to draw from. It's easy to make an interesting moveset for him that's faithful to the source material.

And you shouldn't since unlike Zelda and Sheik, you're forced to use all three Pokemon, you can't just pick one and ignore the others like you could with Zelda/Sheik before they were split.

They're one character.
