Why is this allowed? This makes me feel uncomfortable, it would make a lot more sense to find every single Pokémon of their respective region in enhanced versions.

Reminder that Emerald has pokemon missing that are exclusive to Ruby and Sapphire. As in, you need all 3 games to complete the Hoenn Dex

Or you can just play Gale of Darkness and trade with it. Since it just so happens to fill in the gaps in the Hoenn dex pretty nicely.

It's important to note as well that you can at least complete the national dex in gen 3. It and gens 1 and 6 are the only ones where you can do it using only the games in that generation.

At least crystal added new pokemon to routes instead of completely screwing encounter tables like yellow did.
Early mankey was the only good change in yellow's encounters

The only way to manage to catch these in gen 4, without transferring from gen 3, is to get an event Regigigas in Platinum. You know, from the event nine years ago. Then you can catch the Regi Trio and use them to unlock Regigigas ingame. Without that event, it's completely impossible to complete the national dex. Mythicals don't count toward completion, and Lugia/Ho-Oh don't in gen 3, but the Regis do.

I long for the day where we get a regional dex filled with elusive shitmons like Stantler, Heatmor, Qwilfish, Glameow, Stunky, and Unown. The Kalos dex got pretty close in that regard but there could be better.
