Earn some badges, and you'll have access to them once moreI actually kind of like the idea of making the "now pokemon over level X will listen you" mechanic relevant for something other than receiving OPs traded mons... but this is heavy handed. In practice it would encourage too much slavish catching and training of mons you actually like over and over. It would be far better to just lock them at level 10 (or whatever other level), until you get the next increment, say 20.
If you wanted an explanation you might say that as a trainer you aren't skilled enough to effectively teach them further yet. That, or maybe your pokemon are actually higher leveled but they're just holding back and half-assing it because you aren't leading them wall or they don't respect you (though, this wouldn't explain why they'd faint sooner).
