This means Grass and Dragon types are more likely to survive Freeze Dry as a coverage move, and no Water type will opt for Ice Beam over it: otherwise, you are forced to rely on something else or switch when confronted with a bulky water.
It doesn't hurt Ice types at all because Ice types get STAB on Freeze Dry.
