Many Fire-Types are openly stated to be way fucking hotter than boiling temperatures meaning water from melting ice coming near them would be at least boiling.
And even if you rightly discount the Dex entries as the writings of mythology by children, the type theme of being more likely to be frozen still fits because Fire as a type has the theme of simple fire. Fire itself is hotter than boiling fucking temperatures since your average fire is going to require several times to tens of times boiling temperature depending upon the circumstances.
