1. Steath Rock counterplay is only really needed if your team is heavily weak to them, such as having multiple fire or bug types, or having a stall team.
If evasion was legal, every single team would need a deficated user of No-Guard or even 2 to hit both Phys/Spec, or always have multiple phasers (which, good luck fighting evasion boosted taunt mimikyu).
You really underestimate how devistating losing a turn to RNG bullshit is compared to taking a portion of damage on switch.
2. Like Baton Pass, evasion boosting teams can just counterplay your counterplay pretty easy. Just wait for the phaser (lets say Suicune) to a check (lets say Raikou), now they probably can kill your phaser or do massive damage on something else.
Or they could just Taunt you
Or they could have a Pokemon that can’t be phased.
Like wise, Machamp, Golurk, Doublade, Pidgeot-Mega, and Hoopa-U can be checked/revenge killed pretty easily, which are absolutely required to beat an evasion team.
There are an abundant of ways to counterplay steath rock that is harder to counterplay as well as more general use.
>Defog>Rapid Spin>Taunt>Magic Bounce>Magic Coat>Fast Pokemon with a type advantage over commom setters>Having Pokemon that generally don’t care that much about hazards in general
