Incineroar are all heels, making their 'base' personality too complex - There aren't timid ones, or passive ones; They're all said to be the same.
Same goes for Chansey - It's just usually a nurturing Pokemon; but we've seen violent and angry ones.
Kangaskhan, again, it's personality is just based off a Mama Bear mentality, and that's all we have, leaving it a blank enough slate.
Not all the examples that anon posted are good though - Tsareena is a diva, but there are actual animals with that kind of personality, and it's basic enough to do a lot with; sure it has a short fuse too, but lots of animals do.
Lucario's problem is it's too humanoid when used in-story, and all the main ones have had the same personality - But going by the dex entries, they're just loyal dogs that have a natural ability in Aura-Sensing, and that's a blank slate enough to seem decent.
Decidueye is a little in the middle ground, if the left it at 'Despite not emoting much, it's generally an anxious Pokemon' - But they describe them as all wanting to act cool and aloof, and that's too defined.
