They rushed the rest to evolve through rigorous training. Usually, they would daringly jostle at the top of the hill to get by lighting, which is a much more natural means or mareep evolution - but during the war it was miserable. They shipped the poor amphoros off 3 to a flat train car, and sent em straight to the front lines to be used as turrets :(
They never did subsidize my grandfather and after the war ended, his wool business basically had converted into a logging business and pretty soon the flock of mareep had shrank to just under 20. At the height of the war it was closer to 300! When my father took over the business, he basically sold half the land and today suburbs sit where the mareep used to compete for lightning on the tallest hill. There is still a rusting mareep wind pointer metal thing on the barn roof, but that's probably going to be replaced soon too.
