Would've helped justify gym requirements. They could also (and really should) just buff the entire Onix line's Attack by 30 points to make them actually worth using somewhere. Steelix with 115 base Attack and Mega Steelix with 155 base Attack might be fun to use.

The high speed stat was probably so that it could use Bide before the player got any moves off (since Gen I Bide had regular priority) while also giving it a decent chance to scare players with a critical hit. In terms of character design, I'd fall back on one of these two reasons:
>snakes IRL are actually pretty fast>Onix tends to be described as burrowing at high speeds undergroundIt's also about as dense as styrofoam going by the Pokedex, so if you want to pretend that Game Freak didn't just slap some numbers together that looked good you could say that that had something to do with it.
