In Pokemon Black, Black City's initial population is determined by a value that changes based on how long it's taken for you to beat the game. In other words, the faster you beat the game, the higher Black City's initial population will be. The problem I'm having is finding out where it starts and how quickly you'd have to beat the game to keep it at the closest to max population that it can get.

That's not the point. I assume it's impossible to reach the city at max occupancy without Entralink, because GF probably wanted people to use the feature. But nowhere online can I find out how big the city can be just by beating the game alone, or how the city changes based on your speed. Does anyone know those things?
