Then, with the introduction of Primal Groudon, Kyogre's remaining niche was taken away as it couldn't hurt Primal Groudon at all. Its primal form put 50% of the stat boost into attack, which is wasted on its bad movepool, weak moves and no STAB, while Groudon got to tap into its sizable special movepool with a secondary STAB.
Gen V Kyogre was significantly better than Gen VI Primal Kyogre. Even in doubles, Primal Kyogre is very high risk, high reward compared to normal Kyogre.
