Ice should at the very least resist Water-type moves, except for Scald.
Aurora Veil is a good move, but it does nothing for the Ice-type. Instead of Aurora Veil, I would've given Hail the passive property of halving all damage inflicted to Ice-type Pokémon. Not that it would've helped much (Avalugg, Lapras, Jynx, Dewgong and Walrein would become very bulky for 5-8 turns, but nobody would use them anyway) but at least Ice would have something.
