Was also the case for RB/G, RS, and DP. Granted, two out of three of those were also colossal clusterfucks on a technical level, so maybe Ruby and Sapphire are more the exception than the standard.

Its not the collecting. It is the reward for collecting that is bad. In Sun and Moon collecting cells got you a powerful legendary pokemon while in Ultra you get shitmons as the prize.
