If I absolutely had to choose, I'd say evidence is slightly in favor of Red.
>Reason 1:LGPE confirms that the official status of Champion is a new thing, but people had beat the E4 before, confirming that when Red beat the E4, he too was likely not the first to beat the E4, yet possibly was the first to get an official Champion status, after Blue of course. Yet in Hoenn the title of Champion is already a thing. So either Hoenn had an official Champion status before Kanto did, or they were following in Kanto's footsteps and we can use LGPE to pinpoint Gen 1 Kanto as the start of the official Champion status.
>Reason 2:My personal headcannon that Kyogre/Groudon's bullshit is the reason why the seemingly dormant Cinnibar Volcano began to erupt. This would mean that Gen 3's adventure is slightly staggered after Gen 1's adventure, similar to Gen 4 being staggered after Gen 2. (Dawn's adventure starts around the time that Ethan has 6 badges)
>Reason 3:Obvious answer but, Gen 1 is the first game. I'd reckon that, despite putting Gen 1 and 3 games around the same time in the timeline, they'd still consider Gen 1's events playing out and wrapping up first, much like Gen 2/4. It just makes sense from a meta perspective.
