In singles, Primal Kyogre's only role is to chase away Primal Groudon, who is often too important as a Xerneas check to give up. In doubles, it becomes a liability because teams need to rely on it staying out. If you have Primal Kyogre and Ferrothorn, a Grass type opponent can force a double switch. There was much more flexibility with regular Kyogre and permanent rain.
