Nah hasn't been for a while. Defog changes killed it, along with power creep. It was only useful as a hazards/spinner combo slot.

Yeah, I couldn't believe it either. Apparently it dropped to UU in XY and then down to RU in SM. Used to be the premier spiker+spinner, but I guess times have changed for varying reasons.
Power creep + lack of reliable healing making it easier to take down
Defog making the relatively few pokemon with rapid spin less valuable, and also making spikes less good
The nerfs to explosion too.

Fair point, but Toxic Spikes weren't very good back then

And more/better resistances, and unless the Fighting attack being used is Aura Sphere or Focus Blast, the attacker is taking Iron Barbs damage

Rapid Spin is dead until something changes with Defog. Once Defog was given to more viable mons, Rapid Spin died. To block Rapid Spin, you only need to switch in a Ghost. To block Defog, you need to have a taunter that is faster while also predicting when the defogger comes in and switching in your taunter at the same time. A Competitive or Defiant user can punish Defog if you predict right, but you lose all your hazards in the process. It's a shame because Rapid Spin and its counterplay was a lot more interesting than Defog's.

Maybe they could buff Rapid Spin by giving it decent base power and make it actually useful as an offensive move that it technically is. I mean, we've seen Knock Off buffed from 20 BP to 65 BP (really 97.5 BP when they have an item) so I don't see why we couldn't have the same thing with Rapid Spin.

Wouldn't exactly help out Forry itself with its middling attack, but it'd still be nice to have a little more variety rather than Defog being the objectively better option in all cases.

That won't change anything. You'd have to change how Defog works, so that there is more counterplay to it. Maybe giving Rapid Spin to more stronger mons would help. Defog can use stuff like Kartana, Tapus, Lati@s, etc. while Rapid Spin is given to mostly shitmons. But Rapid Spin was incredibly effective at elevating those shitmons, so that seems less than ideal.
