>>37279086Because Little Cup has stagnated and its mods enforce that stagnation by banning anything that could potentially disrupt their favorite Mienfoo from being dominant. A Bug/Fairy Pokemon appears in the tier that can counter Mienfoo? Instead of banning Baton Pass, they just outright ban Cutiefly instead. A small little seagull turns out to a good check to Mienfoo? Wingull gets a ban. Honestly, Mienfoo is basically the Landorus-T of LC, only while not as cancerous, it has even more favoritism by the LC community.
Also there's barely been any solid new additions to Little Cup since fifth gen. Gen 6 gave us Fletchling, but then that bird got nerfed. Sprtizee sometimes gets used as a cleric though. As for Gen 7, Mudbray is solid but hard to fit into a team, while Mareanie & Alolan Grimer get used defensively, but this isn't helpful since Little Cup is a very offensive focused metagame.
Basically, LC hasn't changed much at all since Gen 5, with OU in Gen 6 & 7 having more drastic metagame changes. It's a shame too because LC has potential to be a fun tier. It should be split into LC OU & LC UU though, but not enough people play LC to begin with to justify this.
