I just don't like it. It one of the most visually boring of the fossils (actually a case where the Gen 1 Pokemon are MORE intricate), is not interesting enough to be a legendary (notice I said interesting, not "Title: Mantle of the Four Winds"), and its defining feature is a cannon that was added by the bad guys who never mention it that looks like it was a part of its body the whole time. The way it folds into itself is kind of cute.
And funny I throw all of that because I also complain about the new legendaries being too abstract to make movie stories around, but its waking up and having no clue what its looking is a GOOD premise that can fill in a blank slate.
