In fact, if you listen carefully, Red has some inner monologue at Cinnabar Island about how he thinks the people's skin is a bit too dark there, and he wonders if they're ethnically purebred Japanese or not. GameFreak wouldn't dare make it his catchphrase though, due to politics being a bit different now, so instead they made his catchphrase "..." as a protest of the censoring of his political stance on immigration and ethnic mixing.
