10% has all the tools it needs to be annoying in OU. Yes 115 base speed isn't good, but it's a Dragon Dance away from being a threat, which it undeniably is with Thousand Arrows.
The only reason to not use is because of 50%. And the fault lies with an obviously, unbelievably broken move.
