Is there a core series Starter Battle where the correct sequence is not Growl/Tail Whip, followed by spamming Tackle/Scratch/Thundershock?

Why would you bother with growl/tail whip? You'll win even if you just spam tackle.

you have to start with your offensive move the first 2 turns, so you get a couple of high damage hits before your enemy lowers your attack

If your opponent starts with the debuff and then does attacking moves, they will outdamage you by the fourth attack even if you were spamming attacks the whole time. Is it worth it in terms of probability?

I ran the numbers on the FRLG starter battle once. When you choose Squirtle, the key to winning is to make sure you've Tail Whiped one more time than your opponent has Growled. So Tail Whip on the first turn. If they Scratch, you can Tackle. If they Growl, Tail Whip again until they Scratch.
