It would be more probable if Meltan's and Melmetal's designs were close to something else. But this is too spot on for them based of of anything else. As for the design itself, there may be hope. Melmetal is an evolution but it can still have forms revealed in gen 8.

If they are supposed to be royalty then Eevee shouldn't be wearing a crown too; it's a serious breach of Royal protocol for anyone other than the Monarch to wear a crown in their presence.
More interestingly, the Eevee is wearing epaulettes from military regalia - worn by male British Royals and members of nobility - which suggests these two are gay as fuck.
