A lot of bugs burrow or make nests in the ground.
The real question is how bugs aren't weak to ice type and are not super effective against fairy. Bugs also don't resist dark even though many of them don't mind living in it.

The reason is most likely because parasect had 3 4x weaknesses so GF felt bad for it and decided that no Pokemon should have any more than 2 4x weaknesses
