It's a lottery machine pokemon. The number it displays changes each time it goes into battle. It will only evolve if it levels up with a 777. The numbers that get displayed are not independent, by the way.

Oh and evolution level is per-specimen and not predetermined, so each time you grow it up a level you have to fulfill the prerequisites or you might miss out on the evolution?

Oh and it's also version exclusive and can only evolve in its originating game and the evolution sequence is actually code streamed from Nintendo, requiring an active internet connection and a valid NNID / eShop account / whatever in order to evolve the Pokémon?

Oh also connect to Smogon and precheck that the rest of the team on hand at the moment of evolution must be all Pokémon in the same tier or lower.
