It's a simple hallway, the Gym Leader however stops you and says you need 6 Pokemon to battle him, saying it's the rules in the region for the challenger and Gym Leader to have a 6 on 6 battle. He opens up a national park area with a variety of Pokemon for you and sends you on. After getting a full team the battle begins!

He actually was originally from Orre, which explainins his preference in Double Battles and his team choices, which all except for Baltoy (who can still be obtained in GoD) come from Poke Spots.
His team may be scary, but Bulldoze hits partners, you have plenty of Grass and Water Pokemon to choose from AND lowering Quagsire's Attack means it has to rely on its weaker Special moves.
Also he thinks his team has thicker skin considering their orgins.
