Raw power doesn't translate into any sort of ability to use it, however. You could say that mathematically, Dialga and Palkia are equal, yet Palkia can't control time and Dialga can't control space.

I would rank them as

Actually, if anything, I feel the XY duo should be lower, but still above Zygarde. Because they go into hibernation for 1,000 years after doing their greatest feats - that is, after Xerneas shares life energy with everything around it and after Yveltal steals life energy from everything around it.

Primal Groudon and Primal Kyogre take power from nature itself to do Primal Reversion, and each can end the world if left unchecked. Rayquaza is able to go Mega without need of a stone, and was able to defeat both primals in battle canonically.
