Because the brats usually have atleast one pokemon out, the same pokemon that can kill a human even in its weakest form.
Pokemon battles remove a person's ability to summon more pokemon out to back them up therefore that's why evil teams have pokemon battles before beating someone up.

Well, yes and no. They're more like poachers, they may sell rare pokemon as pets, but for the most part they sell their parts or rare items for cash. Cubone skulls and bones and slowpoke tails come to mind.

I haven't watched the newer series but people did beat each other up in the earlier ones. Joey and Tristan beat Yugi's ass on the regular until he saved them from an even bigger bully, which made them friends for some reason. Then YAmi came out and banished the bigger bully to hell, because that's how it goes in Japan.

Also, no private-owned company such as silph co. or devon would have developed masterballs or any other meaningful technology.
The people would be much poorer and most of the areas would be subjugated by the wild local pokemon
