Gary (I will call him this since his game's equivalent has retarded translation) is unpleasant and/or annoying at times. He steals Eevee from you right when you are about to pick it up in Yellow. He's extremely cocky which is evident in most of the encounters (especially when you lose). He doesn't seem concerned about hostages in Silph Co. and actually stops you from beating Team Rocket immediately.
Gary is definitely not on Silver's level (as someone pointed out - his dialogues are mostly banter) and I understand your point of view. I think we just understand 'asshole' differently.
