It does matter if you wi-fi battle with it or want to use all tutor moves in game. Splishy Splashy is special and the best move for Pikachu.

The starter might have good IVs but it's not some super Pokemon. Outside of speed (gotta match the anime) it's still got lower stats than a Raichu.

I know that wi-fi isn't worth caring about for LGPE, certainly not on cart due to how bulky everything is with A.V's on top of the battle time limit.
