Ivysaur Down B could be his current neutral b but instead of bullets it's a single one that acts like a snake upsmash and stuns people (Stun Spore) if they are next to it when it hits the ground. Then you could replace his neutral b with a chargeable solar beam. The final smash would be him just being able to fire off solar beam repeatedly one after another, it could heal him too.
Squirtle I think could have Bubble as a down b that would be a low knockback wind box type move that would help more with his edgeguard style gameplay, and his final smash could be water spout and just create huge geysers of water coming out of the ground around him hitting opponents
