Pokemon is owned by Nintendo, GameFreak and Creatures Incorporated.
Nintendo has very little involvement with the franchise these days beyond occasional marketing and "keep the games on our platform aside from the occasional mobile title".
GameFreak handles game development and the creation of Pokemon (the creatures) and their world.
Creatures Inc. generally handles merchandising and the TCG in Japan among other things.
Between these three, a subsidiary company was created in order to handle Pokemon's rapid growth as a franchise, The Pokemon Company. These are the fuckers largely responsible for the rest of the franchise, but also serve as relays to GameFreak and are by far some of the greediest bastards on earth, as a lot of Pokemon's more scummy practices are kept alive not because of tradition, but because TPC wants them to remain, promising their parent companies that it'll still bring them significant profits (to which they do, thanks to retards).
And then even lower than TPC is TPCi, their "international" (see:American) branch, who could honestly give less fucks given their especially shitty dub work and subpar localization of the games.
