Depends on the Pokémon.

If they’re too much like people (Jynx, Gardevoir, Lucario, Primarina) I won’t eat them.

If they’re based on animals I wouldn’t eat in real life (Meowth, Eevee, Lillipup) I won’t eat them, or at least not until I’m really really hungry.

If they’re clearly inedible (Magnemite, Cryogonal) I won’t eat them.

I’d feel weird eating a Torchic because it evolves into a "people Pokémon".

I would eat a dog, but I'm against the idea, because:
1. Dogs can serve longer lasting purposes than a simple meal
2. Gestation periods are not ideal for the amount of meat produced
3. There's better meats out there that are easier to raise or hunt.

No. All Pokémon are intelligent beings, clearly more clever than their real-life counterparts. Magikarps for example can show emotions, understand human language and express themselves in some way. I don't think that any Pokémon breaks that rule, so I wouldn't want to eat any Pokémon.
