What do you mean by "engine?"

Because many of the graphical and basic engine related things in LGPE are a vast upgrade compared to everything else in the series.

>pokemon are actually to scale now both in the overworld and in battle

Check the DigitalFoundry video. Assets were what made it really obvious even before analysis. The leftover files and direct comparison confirmed that LGPE uses the USUM engine. DigitalFoundry is great for that, but the datamines confirmed it. Even Joe Merrick confirmed it :)
