Can someone who has the games explain this to me? Where did Pikachu and Eevee come from? Is this game breaking some kind of fourth wall or hiding some actual story behind all the laziness, or is this just another thing left in and never explained?

it pops out of the grass right before you're about to see professor oak and he gives you some balls to catch it
but it doesn't want to stay in the ball so it pops out and starts following you and then eventually it just jumps on your head

You play as a normal Pokemon Go player who got isekai'd into Gen 1 Pokemon. You can still find fragments of this original plot they forgot to clean up.

If you SOS a Ditto for an hour you'll get 5IV ones, 31 Ditto kills already guarantees you 4IV ones but those are shit

If you're one of those people who breed legit Pokemon with a hacked Ditto you can easily get 6IVs within minutes

Between the starter coming to the Kanto region through "mysterious force" and the protagonist looking at his hands weirdly in the first scenes of the game there's either some hidden lore or an interesting plot that GF scrapped

Yes, you can't evolve either starters, it would be broken if you could because those starters are their own "forms" that have boosted stats and new powerful moves to compensate. Eevee even without evolving is S rank OU because it's completely broken movepool

It’s true but both have those perfect IVs and extremely diverse movepools that make them overpowered in their perma-stage. You can catch Pikachu/Eevee in the wild and “HMs” depend on your buddy Pokémon knowing a technique.

It’s really not a big deal to not evolve them

Anything with multiplayer mechanics will have competitive potential, retard. I wasn't saying it was good either, I was just saying that there is empirical and statistical data proving that eevee doesn't need to evolve to be good.

Lets Go OU.
The only reason partner Eevee is so good is because it's the only cleric available. Heal Bell and Aromatherapy aren't in the game.

I haven't watched a ton of competitive videos, but I don't see cleric eevee being used that much. Sometimes, but it's also frail. Usually a screen setting attack followed up by burn/paralysis/leech seed

Competitive is a pretty broad term you stupid neanderthal. Unless a multiplayer is cooperative, then it is LITERALLY competitive. It just depends how far people tend to push that game in a competitive scene. Even the most unbalanced game can have a meta.
