You have the characters who are brown because they have the kind of personality that should be tan.
You have the characters who are brown because they have a dark personality
And you have the characters who are brown because it suits the color scheme or because they're meant to resemble something. For example Iris, she was made by Xerneas and then dropped by Celebi on the doorstep of that cave in or near Blackthorn, so she would be the equivalent of a Japanese person, but she is dark skinned to resemble Zekrom. Who is literally pitch black. Calling Iris black is like calling Garnet black, neither of their designs is really based on human genetics.
You've pretty much got mice and dogs and cats of every colors so the humans don't need to be designed after real world races. They're more designed after the type they use and after their signature Pokémon.
