Objectively speaking, no, there are far, far, FAAAAAR more useless pokemons
In terms of design? Glaceon is a cutie but Espeon is the best eeveelution

A bad Pokemon competitively has some qualities that makes it have a:
>Bad typing
>Bad coverage
>Bad BST spread
>Low BST in general
>No niche whatsoever
>Weak to hazards (sadly)
>Bad/hindering ability
Or any combination of these descriptions. Glaceon is pretty bad, but it is somewhat usable thanks yo its Defense and SpA. Sunflora or Delcatty is more often memed at being useless, especially Delcatty. Just see smogons strats for Delcatty in every generation ever

Feraligatr is just a worse Gyarados with one set that gives it a different niche. Torterra is just slow as fuck with no redeeming features since its typing is aids. Even worse, you have to raise a turtwig.

What function is a pokemon supposed to perform? All of them can, under certain circumstances, beat opposing pokemon. They can all be acquired in some way. They can all be traded. Their builds or movepools may favor a function, but that is never the only function they can perform, and to suggest such is erroneous.
