You need to see every Pokemon at the Sinnoh Dex and obtain the National Dex from Prof Oak, only then will Pal Park open
You can only transfer 6 Pokemon within 24 hours, its not possible to transfer one, two or four Pokemon although this was changed in Pt, HG and SS. It's still tedious and you still need 6 Pokemon to transfer but at least you can do it anytime and the catching minigame only requires you to have Surf to capture Water-types.
They also need their HM moves removed or they won't transfer
There's a legit checker so you cannot transfer hacked Pokemon

The Poketransfer Lab is west of Black City/White Forest, literally a post-game area
You can transfer 1-6 Pokemon at any time and you have to play a shitty minigame with a timer, the ones you don't catch you have to try again and they just stay in their respective Gen 4 game. The higher level the Pokemon the harder they are to catch in the minigame.

Just fire up Poketransporter and as long as they're legit they're going to be sent to Pokemon Bank. Just make sure you move the transferred Pokemon to a proper box and not leave them in the Transport Box because if you don't move them and you use PT again they're going to get deleted.
